S.1859 - Senate considering restoration of incentive-match funding

President’s Welcome

At the Annual DRAP Conference I was asked what my goals were for the next two (2) years as DRAP President.  After first wondering who would ask such a question I quickly came to realize how important that question was as the reality hit me that I was in fact now President of an organization which has gained such great respect based on its history of excellence as was evidenced by the theme of that 41st Conference….”Simply the Best.”  I am both excited and anxious to get started in this role representing the interests of each of the 3,000 plus Child Support professionals across the Commonwealth.

I anticipate no less change and activity in our program in the next two (2) years than what we have seen in recent years.  This should be no surprise to any Domestic Relations worker who has become accustomed to working in such an environment.  The key will be to continue to thrive as we have done in the past.  I believe the goals I have set for myself will help us do just that.  My goals will be to:

  1. Not mess anything up!  While said in jest, certainly what we have accomplished in the past cannot be understated and must continue.

  2. Provide the leadership we have seen in the DRAP for so many years.

  3. Represent the interests of the individual DRSs balanced against the expectations, requirements and directives of the BCSE, the Feds and the constraints of Rule and Law.

  4. Be all inclusive and involve as many DRSs/Directors in the MANY changes and decisions we see.  I’ll surround myself with the knowledge and expertise of my many friends and colleagues.

  5. Provide the methods for the exchange of information through me or designated sources.

  6. Be open to all concerns and suggestions regardless of the size of the County or location.

  7. With “New PACSES” coming, get the right people in the right places for the planning process.

  8. Represent DRAP and the interest of the DRSs to the extent necessary and possible in the negotiations of the Cooperative Agreement due October 1, 2010.

During the next two (2) years I hope to come in contact with many of you. You do not need to be told how important what you do is.  As you do your jobs and we maintain our partnerships with the BCSE, DACSES and PACSETI, good things will continue to happen for the children of Pennsylvania.

Sincerely,

Rand P. Nikoloff, President
Domestic Relations Association of Pennsylvania
October 2008
